“What is civilization for then? What is man’s conscience for? What is the United Nations for? What is the world for?”
There are established truths as evident truths and others that, unfortunately, remain hidden and, worst of all, hidden for much of humanity.
If you start from the reality that human beings have created and have been the participants in civilization from its primitive origin to the present day, it cannot be denied, as historians and other scientists have affirmed, that the disease has influenced its creation by affect your life and actions. And it is that the investigations of human and animal remains of ancient and prehistoric history has shown that the disease has prevailed not only throughout the history of civilization, but long before the rise of man. Therefore, the disease is as old as life itself, because there have always been factors that exceed the adaptability of any organism.
Since diseases have occurred at all times, all human groups or societies have been affected by them and have had to fight them in one way or another. The triumph over the disease has always been a part of the effort to dominate nature by science, in the higher stages of knowledge, discovering that the genesis of the disease always involves two factors: the human being and the environment in which has unwrapped. And so it is that the social and physical environment, cause of almost all diseases, is in turn modified by civilization, which has profoundly influenced and altered the life of man. The various social, cultural, economic, political, religious, ethical, philosophical and scientific factors form an integral set of what is called civilization, which sets the course to unveil the mysteries, answer questions, face threats and dangers and overcome the stalks to life in all its stages.
The history of man and diseases before and after the emergence of medical sciences illustrates the mistakes and successes of societies in facing the cure of diseases using, in many cases, the most absurd and barbaric methods, in which certain social factors Dominant pretended to “prescribe” or “use” methods and potions as supposed panaceas. Today such solutions for many ills amaze, that only social development, science and medicine managed to discover and put into practice for a true triumph of humanity. It seems that this time of COVID-19 has not been able to get rid of the absurd and barbaric “recipes” of a ruling witch like Trump, who ventured into the field of science and recommended the administration of a disinfectant to cure the causative virus. . And what is more serious, that some dozen blind followers of the current emperor suffered poisoning in the United States.
Today, COVID-19, a disease caused by a new virus, called SARS-cov-19, originating from an animal species as it has been proposed so far, is a disease declared early by the WHO (World Health Organization) as a pandemic . From its sudden appearance in China in December 2019 to April 2020, it has spread throughout the territory of 183 countries, has infected millions of people and caused almost a quarter of a million deaths. Contrary to other types of coronavirus already known since the first decades of the 20th century, relatively benevolent, this new virus has been very lethal.
Rich and poor countries have suffered the same fate. And the current world civilization, with all its advances and development, and its unequal levels in the different countries and among themselves, has been challenged as never before since it forced the States to adopt urgent measures, among which have been the closure of borders, the paralysis of almost total productive, commercial, educational, cultural, recreational, transport activities, etc., and decree the social isolation at home of billions of people. It is, in short, what has never been seen in human history, since it has affected all spheres of human activity and existence.
However, there has been only one unchanged activity, which must be the subject of present and future political-ethical-sociological studies: the continued military aggressions, sanctions and blockades, the illegal dispossession of resources that certain powerful nations have kept in force. , whose leaders should be tried in the future as perpetrators of acts against humanity against the peoples who have been victims of such measures. The judgment should be made from now on by the UN and the International Criminal Court or as soon as these characters leave their positions of government. And it must be added as an additional aggravating circumstance of criminal crimes, the circumstances in which they have been committed, since they have included measures aimed at preventing the resources and actions against COVID-19 that those attacked countries urgently needed to guarantee health and decrease the inevitable lethality in the population affected by the disease. There are notable cases such as that of President Donald Trump who, in addition to applying measures and launching military aggressions against a group of countries, has also sanctioned the WHO, the world leader organization against the pandemic; and also the Prime Minister of Israel Netanyau, with the bombing attacks against Syria and Palestine.,
It cannot be ignored that today as yesterday humanity has a serious problem to solve in the field of infectious respiratory diseases. It must be remembered that in the last century the influenza pandemic of 1918-1919 killed ten million lives. Even the common cold and its varieties, although they do not kill people if they are not complicated in forms of pneumonia, they create more temporary disabilities than any other disease, and there are still no ways to avoid it. And today the COVID-19 is a new variety of respiratory disease that medicine and related sciences must unravel in all its possible complications and questions, as well as verify the definitive morbidity and lethality at the global and national level; whether it can be avoided by vaccines and whether or not it will remain as another seasonal respiratory disease. There will also be a final balance of the total number of infected and dead, and estimate what percentages represent between rich and poor individuals.
In these times when civilization has made so much progress, with enough resources to make them available to the human rights of people, to guarantee the health, life and well-being of entire peoples, to share in solidarity the human and material resources among countries, especially those necessary to sustain health systems with their comprehensive missions in modern society, the evolution and behavior of this pandemic has revealed many hidden and hidden truths, which I wish to summarize.
The behavior of the pandemic in the richest country on the planet, the United States, and in the other western capitalist powers, with the prevailing political model called neoliberal, shows that they do not guarantee a health system with a social and universal approach, of a comprehensive in the preventive, curative and rehabilitative aspects. Nor have they demonstrated their ability to express consistent and disinterested solidarity with the poorest underdeveloped countries. And for greater moral poverty and criminal insanity is the unusual fact that the US government is waging a slanderous and aggressive campaign against Cuba’s solidarity medical cooperation with many countries, despite being recognized worldwide as a model of South-South cooperation .
Millions of poor children die every year from malnutrition and hunger, because in both rich and poor countries, it is miserably forgotten that the economic conditions and education of people are the underpinning of universal public health work for all. Sanitary conditions depend on the social and economic situation, and poverty is the curse of humanity
If societies have advanced in the last three centuries as never before, especially in the last two, medicine as a health science has reached a new conception: the promotion, prevention, cure and rehabilitation of people, but with a performance and parallel research linked to families in their community environment. In other words, the social character of medicine has been imposed as theory and practice. But unfortunately in most countries, under the neoliberal capitalist system, the privatization of the practice of the medical profession and, in addition, of health institutions, have become a source of exploitation of the sick with financial resources to pay the high consultation and treatment costs, while excluding, even in severe emergencies, those who cannot pay for services.
Currently, advances in the health sciences, knowledge about the nature of diseases, and their determining factors, have established that the best social system is one that ensures services to all individuals or inhabitants of peoples and, at the same time, the same people actively participate in health programs. Each family should have its doctor and other health personnel, and also a basic health institution, such as a doctor’s office and a polyclinic that are located in the vicinity of the community and are therefore accessible and free to all, since that make up what is called primary medical care. That, in addition, higher institutions such as hospitals of different ranges, with specialized services, must also be free and accessible to all, and that they have adequate equipment and human resources that guarantee the quality of services with a preventive and social focus for the sick.
Faced with the failure of nations governed by neoliberal regimes that enthrone competitive societies, perhaps the results of the current pandemic, like that of many other social phenomena, illuminate the consciences of peoples and move citizens to fight to institute cooperative, socialist societies. and solidarity, through dissimilar struggles, characterized by a true democracy in which everyone has equal rights and obligations, de jure and de jure. These struggles of nations and oppressed populations must highlight the real dimension of the exploitation that is suffered and exercised by an exploiting minority, and must fight for their political and economic independence, for freedom and justice, for the right to work and well-being that allows them access to health and a decent life. And something also fundamental, that they receive and offer natural solidarity at any time and time when the conjunctures demand it. Only in this way will the foundations be built and the creation of a new and better civilization, which will definitely replace the current unjust and alienating one.
When you think about the gigantic and other financial resources that are squandered by the States to build lethal weapons, such as battleships, aircraft carriers, planes, drones, rockets, and nuclear weapons of all kinds, to threaten the world with its destruction and With the death of thousands or millions of people and possibly the disappearance of the entire humanity, one concludes that it is necessary that it be assumed as a first law of all the nations of the world and of all its inhabitants, the saving truth that Fidel expressed October 12, 1979 within the UN General Assembly, which today in the days of COVID-19 serve as a ring to the finger of humanity threatened with infinite evils and total extermination. Fidel said then:
“There is frequent talk of human rights, but we must also talk about the rights of Humanity.
Why do some towns have to go barefoot, so that others travel in luxurious automobiles? Why do some have to live 35 years, for others to live 70? Why do some have to be miserably poor, so that others are excessively rich? I speak on behalf of children who in the world do not have a piece of bread. I speak on behalf of the sick who have no medicine, I speak on behalf of those who have been denied the right to life and human dignity.
Finally, some countries have abundant resources. Others have nothing. What is the fate of these? To starve? Being eternally poor? So what is civilization for? What is the conscience of man for? What is the United Nations for? What is the world for?
One cannot speak of peace on behalf of the tens of millions of human beings who die each year from hunger or curable diseases worldwide. One cannot speak of peace in the name of 900 million illiterates. The exploitation of poor countries by rich countries must stop.
I know that in many poor countries there are also exploiters and exploited. I am reaching out to wealthy nations to contribute. I am targeting poor countries to distribute. Enough words! Facts are needed. Enough of abstractions! Concrete actions are required. Enough talking about a new speculative international economic order that no one understands! We must speak of a real and objective order that everyone understands.
I have not come here as a prophet of the Revolution, I have not come to ask or wish for the world to convulse violently. We have come to talk about peace and collaboration between peoples. And we have come to warn that if we do not peacefully and wisely resolve current injustices and inequalities, the future will be apocalyptic.
The noise of arms, of threatening language, of arrogance on the international scene must stop. Enough of the illusion that the world’s problems can be solved with nuclear weapons. Bombs can kill the hungry, the sick, the ignorant, but they cannot kill hunger, disease, ignorance. Nor can they kill the just rebellion of the peoples. And, in the holocaust, the rich will also die, who are the ones who have the most to lose in this world.
Let us say goodbye to arms and consecrate ourselves civilly to the most overwhelming problems of our era, that is the responsibility and the most sacred duty of all the statesmen of the world. That’s it, too. the indispensable premise of human survival. “
In conclusion, 40 years, 6 months and 19 days after this denunciation and appeal by Fidel at the United Nations, the world continues to experience the same tragedy, and dreams and hopes await the realization of possible urgent realities.
